What Kind Of Neighbourhood Is This Anyways?

I found this sign about what people do in this particular neighbourhood kind of oddly funny. Not so much the shaking hands and being friends, or the throw garbage in a garbage can … but the guy pooping in the street. WTF? I find it to be a sad world when you actually have to post signs telling people not to poop in the street.
